非傳染性疾病(non-communicable diseases, NCD)之「擴散」已成為全球衛生治理的重要議題。聯合國於2011年指出，癌症、心血管病、糖尿病及慢性呼吸道疾病等疾病的死亡佔全球死因之63.5％。NCD 問題部分源自於人們生活模式與選擇、跨國界的風險因素以及對食品、飲食、酒精飲料與菸品之市場機制。因此，從全球衛生治理的角度，貿易、食品與健康飲食方式相關議題，日趨重要。另一方面，在菸品有關的疾病方面，依據WHO之估計，每年約有600萬人死於與菸品相關的疾病。至2030年，此人數將高達800萬人。WHO 菸品控制框架公約 (Framework Convention on Tobacco Control，FCTC) 主導全球對菸品控制之努力，此亦係WHO首度透過國際法處理公共衛生議題之範例。

本學期主要係由全球衛生法、國際貿易法以及國際投資法的角度，探討食品與菸品之相關問題。
